This program will focus on the rights of people with disabilities to avoid needless involvement with the criminal justice system. Panelists include Estelle Richman (former Pennsylvania Secretary of Public Welfare), Helen Skipper (Executive Director of NYC Justice Peer Initiative), and Civil Rights Division staff.
