The U.S. Department of Housing and Urban Development (HUD) Office of Policy Development and Research issued its Worst Case Housing Needs: 2023 Report to Congress. By definition, households that can have worst case needs are households that are renters, have very low incomes—incomes of no more than 50% of the area median income (as adjusted for family size)—and do not receive housing assistance.
This report is the 19th in a multi-decade series providing national data and analysis of critical housing problems facing very low-income renters. The report finds that in 2021, 8.53 million households had worst case housing needs, a worsening from the record high of 8.48 million in 2011. The report breaks down data by demographic, including by people with disabilities, with Appendix A-15 demonstrating the housing conditions of people younger than 62 who have disabilities.
